Gracia has been mandated by the IBF to reach an agreement with Commey before September 13th or purse bid.
Richard Commey earned the right for IBF World lightweight strap after stopping Alejandro Luna in round six last March.
In order for the James Town native to stay active, he returned to the ring last month against Yardley Cruz which he won via round two TKO.
Mikey Garcia currently holds two titles, the IBF World lightweight and the WBC World lightweight belt.
